1 - The Government of the Republic of Benin, represented by the Minister of State in charge of the Prospect, Development and Evaluation of Public Agenda, launched a notice of expression of interest for the recruitment of a consultant or a group of consultants to evaluate the Cement Corporation of Onigobolo (SCO) and the support to the Government in connection with the implementation of reforms of that Company.

Indeed, the Government of the Republic of Benin has decided, in connection with the acceleration of structural reforms needed for the economic emergence, to disengage the SCO, by selling by open tender its shares of capital of that company.

To do this, the Government has found it necessary to use the assistance of consultant or a group of consultants to assess the SCO and carry out the procedure for transfer, together with its partenrs.

2 - candidates wishing to submit a proposal must fill the following condition:
........................- Have realized satisfaction with a similar consultation
........................ - have qualified personnel for the realization of these benefits

Based on the Expression of Interest, a shortlist of six(06) Consultations will be established for the selection witch will be definitive application of the method of selection based on the " quality and cost " and in accordance with the provisions of the Code of Public Procurement.

4 - The Expressions of Interest must be submitted three (03) copies (an original and two copies) to the adress mentioned as above, deadline Friday, July 18, 2008 at 12 pm (local time)

5 - The envelops have to bear the words "Expressions of interest for the recruitment of a consultant to evaluate the society of Cement of Onigbolo (SCO) and support to the Government in the context of an implementation reforms of the Compagny."
